The Republic of the Maldives is seeking to facilitate a whole-of-society approach to the rehabilitation and reintegration of Maldivian citizens returning from conflict zones, particularly women and children. To do so, it is important that all actors involved can share common knowledge and standards related to rehabilitation and reintegration practices. This includes developing a shared understanding of questions such as:
- What is radicalisation? How is it different from terrorism? When it is appropriate to talk about each one?
- How and why do people become radicalised into violence?
- What role do traumatic experiences play in this process?
- How can existing networks of community-based services for individuals and families contribute to preventing processes of radicalisation into violence?
- What kind of interventions and/or programming could reduce the risk of recidivism or re-offense post-release?
- What role do extended families of returnees play in the rehabilitation and reintegration process, and how can they best be supported?
- What has worked in other countries in this regard?
